Singapore Red Cross operates the Red Cross Home for the Disabled (RCHD), the nation’s only residential home for those with severe physical and intellectual disabilities. We care for those who cannot care for themselves around the clock. With therapeutic and recreational activities that stimulate the residents’ body and mind, we take care of their physical, mental, social and emotional well-being.
 
For those who only require care during daytime, we offer half-day or full-day programmes at our Day Acitivity centre for the Disabled (DAC). Both facilities are supported by a team of dedicated nursing professionals, therapy and healthcare aides, physiotherapists, as well as occupational and speech therapists.
 

JOB RESPONSIBILITIES

1. Operations
Responsible for supervising the work of the multidisciplinary team and ensuring that they have the appropriate training and direction:

  • Work with the multi-disciplinary team to maintain RCHD/DAC guidelines by drafting or updating existing policies and procedures
  • Maintain operations by initiating, coordinating, and enforcing program, operational, and personnel policies and procedures
  • Assure quality of care by developing and interpreting Red Cross Home for the Disabled (RCHD) and nursing division's philosophies and standards of care, enforcing adherence to state board of nursing and state nurse practice act requirements and to other governing agency regulations, measuring health outcomes against standards, making or recommending adjustments
  • Exercise the HR function or with outsourced contractors/partners to ensure sufficient manpower to carry out operations
  • Achieve financial objectives by preparing an annual budget, scheduling expenditures, analysing variances; initiating corrective actions

2. Supervisory
Manage all the administrative duties of the departments which they are assigned to work in:

  • Supervise the different teams (Nursing, Admin, Operations, Volunteer and Donor Management) in the delivery of their work
  • Assist in the training of new staff members and the development of existing staff members
  • Maintain staff job results by coaching, counselling and disciplining employees, planning, monitoring, and appraising job results
  • Maintain staff establishment by recruiting and selecting potential candidates
  • Assist the Director with the development and monitoring of the personnel
  • Carry out performance reviews of the assigned staff and carry out disciplinary actions, as approved by the Director, as and when necessary

3. Customer Management

  • Supervise and work with the Administrative/Facilities Team to follow-up on overall Home maintenance
  • Work with the Senior Social Worker (SSW) on the social well-being of the residents and Day Activity Centre (DAC) clients
  • Coordinate with the relevant agencies on matters related to RCHD and DAC
  • Encourage and support strong volunteer involvement among individuals, groups and companies
  • Assist in the training and development of volunteers and in receiving and attending to visitors to RCHD

4. Administration

  • Carry out periodic reviews of reports related to resident care
  • Prepare reports for statutory submission and statutory meetings
  • Ensure timely submissions of reports in accordance to SOP such as incident report, hospitalisation report, quarterly and annual reports and reports for meetings
  • Assist with the development and monitoring of operating and capital equipment budget and ensure the cost-effective use of resources
  • Work with the Nursing Team to develop and update care and nursing guidelines and policies
  • Review training records of care staff to ensure compliance of requirement on training by ITE for On-The-Job (OJT) Centre

5. Any Other Duties

  • Deputise the Director in his/her absence and when assigned
  • Participate in fire drill exercise in accordance with the Fire Safety Bureau Regulations with the assistance of all staff concerned
  • Assist in events held at the RCHD
  • Participate in training and team meeting
  • Undertake any other duties as assigned

JOB SPECIFICATIONS

Qualification

  • Possess a recognised University degree in Nursing / Therapy (PT/OT/ST) / Social Work Experience
  • At least 5 years working experience in senior management position
  • Two years of professional nursing/Therapy/Social Work experience in the long-term care setting is an added advantage, and a minimum of three years’ experience in nursing home / hospital administration or a comparable management position

Skills and Knowledge

  • Must possess and demonstrate a high degree of leadership, organisational ability and communication skills
  • Knowledge of long-term care management, policies, budgeting, personnel management and census development is required

Social Work Associate

JOB PURPOSE

Assist the Senior Social Worker under the social work team for supporting the residents/clients at Red Cross Home for the Disabled (RCHD) and Red Cross Home Day Activity Centre (DAC).

JOB RESPONSIBILITIES

  • Responsible for conducting/renewing means tests and case management.
  • Conduct initial screening and intake assessment for new referrals and manage care plans for the residents.
  • Attending monthly case conference and multi-disciplinary meetings.

Outreach Associate

JOB PURPOSE

The Direct Donor Partnerships team at the Singapore Red Cross raises awareness, and funds, to support the humanitarian organisation’s mission in serving vulnerable persons and families. As an Outreach Associate, your primary role is to garner the community’s support for our causes, to positively impact lives. JOB PURPOSE

The social work team provides a critical communication link between the Home and our resident’s next of kin. To provide assessment, rehabilitation and supportive care in line with policies and guidelines. Practise and be involved in case management, working Agencies, Centres and Organisations as well as individuals and families, and as assigned by the Director, Care Services or Head of Home, Red Cross Home for the Disabled.

The position is a key management position within the Home and reports to the Head of Home and, in his or her absence, the Director, Care Services. 

This role requires a dedicated professional with strong leadership skills, a deep understanding of social work principles, and the ability to drive positive change in the lives of individuals with disabilities and their families. 

JOB RESPONSIBILITIES

1. Operations

  • Manage referrals for admission to RCHD, including the DAC (Day Activity Centre)
  • Plan for admissions, transfers and discharge
  • Arrange for client assessments before admission
  • Coordinate documents for approval
  • Participate (as an interdisciplinary team) in client care planning
  • Conduct periodic reviews of cases
  • Counsel clients, caregivers and families when required
  • Communicate and consult in confidentiality with internal and external parties on matters related to client’s care and activities

  • Oversee the reissuing of MFEC cards whenever they expire.

Qualification

Experience

  • For graduate, at least 2 year of relevant experience
  • For non-graduate, at least 3 years of relevant experience

  • Masters in Counseling and/or specialised certification in therapy is advantageous.

Call Centre Agent, HoME+

About the HoME+ programme
 
Home Monitoring and Eldercare (HoME+) is a 24/7 monitoring system using sensors placed around the home. When inactivity is detected or when the user activates the panic button, the Red Cross' call center is notified immediately. Depending on the situation, community responders or the SCDF (for emergencies) will be dispatched to provide assistance.
 
JOB PURPOSE

The HoME+ Call Centre Agent is responsible for providing efficient 24/7 operational support to the Call Center element within the Home Monitoring and Eldercare (HoME+) programme under the Community Services Department of the Singapore Red Cross. This role primarily focuses on receiving inquiries, managing home assessments, monitoring of call center dashboard and social/welfare check on clients in the programme.

JOB RESPONSIBILITIES

1. Operation Support

  • Addressing inquiries from the general public or internal referrals related to interest in the HoME+ Programme.
  • Coordinate home assessments for both existing and prospective clients, assess their requirements, provide assistance, and supervise the installation of HoME+ devices.
  • Monitor the Call Centre Dashboard and respond in accordance with Standard Operating Procedures, addressing each situation in adherence to necessary protocols.
  • Conduct social and wellbeing check-up calls to clients.
  • Assist in volunteer recruitment and engagement activities, cultivating a positive and collaborative relationship with volunteers to enhance the effectiveness of the programme.

2. Administration Support

Enrolled Nurse

JOB PURPOSE

Provides nursing and care activities under the direction of the Registered Nurse (RN) in accordance with RCHD’s policies and standards of nursing care and practices. Providing guidance and supervision to junior nurses, nursing aides and healthcare aides.

JOB RESPONSIBILITIES

1. Nursing Care and Management

  • Provide and ensure that quality nursing care and service is rendered to the residents / clients at all times.
  • Assist the RN(s) in ensuring and providing safe nursing practice and a high standard of care.
  • Ensure the Nursing Aides and Healthcare Aides follow the safety precautions / practices in the prevention of falls, hazards and/or pressure sores.
  • Assist the RN in attending to emergencies as and when the need arises
  • Able to perform nursing procedures independently such as:
    • NG Tube Insertion
    • Simple Wound Dressings
    • Hygiene Practices such as isolation nursing, proper handwashing techniques and management of waste products
  • Maintaining proper documentation of vital signs and reporting to the RNon duty / in-charge when there is a change in the residents / clients condition.

Staff Nurse

JOB PURPOSE

Provide assessment, care planning, managing clinical emergencies, safe medication administration, infection control, integrative care and supervising nursing aides and healthcare aides in accordance to the  established policies and procedures.

JOB RESPONSIBILITIES

1. Patient Care 

  • Provide nursing care and ensure quality service is rendered to the residents at all times;
  • Develop, evaluate and modify care plans for residents;  
  • Assess the physical, emotional and psychological well being of residents through observation and analysis of physical health indicators to evaluate care plan and identify modifications which may be required;
  • Conduct frequent rounds with staff to check on residents’ health and medical conditions;
  • Supervise and guide the staff assigned to the home to ensurethatpropercaregiving, nursing and administrative procedures are maintained;  
  • Supervise the medical assistance rendered to patients are in lieu with training and Standard Operating Procedures (SOP);
  • Administer first aid and emergency health measures such as CPR;
  • Perform dressing of wounds and lesions;  
  • Practice sterile techniques and other infection control procedures to minimize the transmission of infection;
  • Monitor and participate in the personal care of residents/ clients, as required; for example, hygiene, feeding, positioning, transferring, ambulation, toileting;   
  • Use electric/ hydraulic/ manual equipment and lifting devices when required;
  • Ensure that food prepared meet the dietary requirement of the residents;
  • To be on call in the event of emergency in the Red Cross Home for the Disabled. 

2. Social Welfare Assistance  

  • Work with the Social Worker/SWA in assessment of cases referred by welfare organizations, hospitals, nursing homes and dialysis centres for admission and respite care, and the periodic review of cases for continual stay; 
  • Work with the Social Worker/SWA and other health professionals in developing and sustaining the needed programmes for the residents;  
  • Counsel, instruct and confer with resident/client family in planning care: provides emotional support; responds to enquiries and resolves complaints.

3. Medical Services 

  • Accompany the doctor on rounds to provide residents’ condition and progress and assists with examinations such as positioning, dressing residents;  
  • Transcribe verbal or written doctor’s orders for medication or other treatment; 
  • Prepare precise dosages of medication in accordance with doctor’s instruction and administer to residents;  
  • Follow-­up on the medical programme advised by the clinic or hospital and doctors;  
  • Check and audit medical records to ensure that they are documented and kept properly;
  • Maintain inventory for required medicine and ensure medicationsareproperlystored and not expired.

4. Stakeholder Management  

  • Act as liaison to existing clients and maintain good rapport and services; 
  • Communicate, collaborate and coordinate with partners (MSF, NCSS, SG Enable) to maintain good rapport and continuity of service;  
  • Maintain at all times good public relations with volunteers and visitors;
  • Oversees the general staff welfare.

5. Administration  

  • Prepare staff duty roster and ensure there are enough staff to manage the resident  at all times;
  • Prepare and maintain documentation such as care plans, health care records, medication administration, nursing records and reports;  
  • Submission of reports to Head, Nursing and relevant Supervisors.

6. Safe Work Practice  

  • Ensure the cleanliness of the Home and maintain safe work practices;  
  • Responsible for the proper maintenance of all the equipment used in the Red Cross Home for the Disabled i.e. trolleys, medication fridge, etc.;
  • Conduct quality assurance on the equipment at least twice a year;
  • Familiar with all aspects of nursing home emergency and evacuation procedures and policies;  
  • Assist in fire drill exercise twice a year in accordance with the Fire Safety Bureau Regulations with the assistance of all staff concerned. 

7. Other Duties 

  • Assist in events held at the Red Cross Home for the Disabled; 
  • Promote the Red Cross Home for the Disabled to ensure optimal usage of resources;  
  • Encourage strong volunteer involvement among individuals, groups and companies;
  • Any other duties assigned by Reporting Officer.

  • 5 to 10 years of relevant working experience in a hospital or health care environment;

Engagement of chaperones to accompany seniors from their doorstep to scheduled medical appointments and back home safely.

About MCT

Provides company for frail seniors who have been missing their essential medical appointments because of the hefty fees, and lack of assistance to and fro the treatments during weekdays.

JOB PURPOSE

Accompany seniors from their home to scheduled medical appointments, and back home safely. Transportation fee for chaperone and senior will be covered from senior's home to the medical appointment and back.

JOB SPECIFICATIONS

  • 18 years old and above.
  • Must be available on Weekdays: Appointments may start as early as 9AM, as such, chaperone is required to be at the senior's home as early as 815AM. Each appointment will usually take 4 hours.
  • Able to start immediately: Chaperone is required to make a trip down to SRC's office for interview and signing of a contract for service.
  • A commitment of at least six months is preferred but not compulsory.
  • Singaporeans/PRs are welcome!

Expected Payout:

$400 - $700/month, depending on the number of appointments a chaperone takes on.

Note:

No CPF; chaperone is required to personally collect cheque from SRC's office for service rendered.

JOB PURPOSE

The Therapy Aide will be under the direction of a registered therapist, participate in and oversee the performance of a variety of supportive activities, use various equipment and techniques to perform physical therapeutic methods, practices and procedures.

JOB RESPONSIBILITIES

1. Operations

  • Observe residents/clients during treatment to compile and evaluate data on residents’/clients’ responses and progress, and report to physical therapist.
  • Clean and organize work area and disinfect equipment after treatment.
  • Instruct, motivate, safeguard and assist residents’/clients’ practicing exercises and functional activities, under direction of nursing staff.
  • Secure residents’/clients’ into or onto therapy equipment.
  • Transport residents’/clients’ to and from treatment areas, using wheelchairs or providing standing support.
  • Confer with physical therapy staff and others to discuss and evaluate residents’/clients’ information for planning, modifying, and coordinating treatment.
  • Record treatment given and equipment used.
  • Perform clerical duties, such as taking inventory, ordering supplies, answering telephone, taking messages, and filling out forms.
  • Maintain equipment and furniture to keep it in good working condition, including performing the assembly and disassembly of equipment and accessories.
  • Administer active and passive manual therapeutic exercises, therapeutic massage, and heat, light, sound, water, and electrical modality treatments, such as ultrasound.
  • Change linens, such as bed sheets and pillow cases in the treatment area.
  • Arrange treatment supplies to keep them in order.
  • Assist residents’/clients’ to dress, undress, and put on and remove supportive devices, such as braces, splints, and slings.
  • Measure residents’/clients’ range-of-joint motion, body parts, and vital signs to determine effects of treatments or for residents’/clients’ evaluations.
  • Train residents’/clients’ to use orthopaedic braces, prostheses and supportive devices.
  • Fit residents’/clients’ for orthopaedic braces, prostheses, and supportive devices, adjusting fit as needed.
  • Participate in residents’/clients’ care tasks, such as assisting with passing food trays and feeding residents, and bed rest.
  • Participate in staff development programmes.
  • Assist in recreational and social programmes.
  • Undertake any other duties as assigned

2. Customer Management

  • Respond to queries on the telephone from volunteers and members of public on services provided by the division and redirect if necessary to relevant divisions.
  • Meet and greet clients and visitors.

3. Project/Programme Management

  • Support staff in assigned programme/event.
  • Assist in programme/event and operational duties

4. Any Other Duties

  • Assist to provide orientation for new foreign staff
  • Perform first aid duty in the event of an emergency or when required

JOB SPECIFICATION

  • Certificate in Physiotherapy or Degree in Physiotherapy (for foreign staff)
  • Knowledge of equipment
  • Knowledge of proper lifting technique
  • Able to understand English and communicate effectively
  • Ability to observe, evaluate and record conditions, reactions and changes in the physical condition of the residents’ / clients
